Is there a Probabilistic Public-Key (asymmetric) algorithm already
implemented in Java? Googling around does not provide me any relevant
info.

I've ignored your "Probabilistic", since I don't know what you mean by it.

AFAIK in JRE there is a framework but no "provider" for assymetric
encryption (AKA public-key encryption).

Have you tried googling for JCE and "bouncy castle"?
